[Dbix-class] DBIx::Class::Schema::Loader 0.02999_03 released

This is a development release, 0.02005 was the last real release.  It
requires the latest development release of DBIx::Class as well.

        - Added EXAMPLE section to pod [Kieren Diment]
        - Invasive heavy changes to the DBI- and vendor-specific code
          (expect some breakage in some cases until this settles down)
        - Support for loading UNIQUE constraints
        - Tests cleaned up a bit
        - Relationship building seperated out into it's own file for
          the changes that are coming, but still does basically what
          it did before (this work is the next step).

Please test this if you can.  If it fails for your app, please set the
appropriate environment variables to have the built-in tests work
against your DB of choice and see if they fail or not as well. 
Patches, test cases, clean reproducible examples of breakage, or even
just clear explanations of what's wrong appreciated :)
