[Dbix-class] Schema::Loader not working under Win32 with DBI 1.50

Schema::Loader (used through myapp_create.pl from a Catalyst
application) isn't working properly under Win32 (AS Perl + gcc) and
DBI 1.50. It errors out giving those weird "Attempt to free
unreferenced scalar" messages that plague Win32 Perl.

Upgrading to DBI 1.51 makes it work alright, though. So, I think this
dependency version should be bumped on Build.PL.
