[Dbix-class] SQL::Builder v.03 on CPAN

Still under development of course. Any feedback is welcome. This
release includes some real documentation as well as some fixes. More
will be on the way soon...

There was talk about adding some functionality to SQL::Builder that
would be particularly useful for dbix-class. Please share any ideas
regarding that; SQL::Builder is almost in some sort of usable state so
anything that comes out of this should be applicable in the near
future
