Use a plug-in for things that are part of the processing chain of every
request.  These are things like authentication, authorization, and 
sessions.

For your money, you wan to create controller, which uses Image::Magick,
and implements your various image manipulating methods. 

Then define another controller to handle your processing requests. 
It will figure out which files are involved, call the methods in the 
other controller (via forward()) and receive manipulated images back, 
then it will either write them to the disk, or pass directly back to 
the client using content-type="image/{whatever}".
