[Catalyst] Building apt packages of Catalyst::Devel with dh-make-perl

A cursory scan of the dh-make-perl source code reveals that it is
broken. It can't handle Module::Install (or Module::Build) modules that
use all_from. My suggestion is to file a bug report (which they appear
to be ignoring), or use CPANPLUS::Dist::Deb.
