Yes. Because it's broken.

my @Mixins  = @{ $self->config->{Mixins} || [] };

should be

my @Mixins  = @{ $self->{Mixins} || [] };

and similarly throughout the module.

I've cc'ed the author on this message in the hopes he'll fix it :)
