(assuming the webserver has mod_fastcgi installed...)
you need to add something like
AddHandler fastcgi-script .pl
to the config for the folder containing the .pl file
(usually in the .htaccess file)
If it's already set up to server files with a specific extension, such
as .fcgi, appropriately, then you need to rename the .pl file to end
with that extension.
