[Catalyst] RFC: Authentication & Authorization Tutorial

ok, I have it working ... the problem was an indentation error in the yaml
file. There was a slight clue in the startup of the test server -
"uninitialised value in Config::Loader". I'm not too familiar with yaml
(lots of learning curves for me here) but I'd read just enough to figure
that out.

not sure how that kind of problem could be made more obvious to spot, but it
would be cool ...
