[Catalyst] Catalyst::Log::Log4perl 0.3

The 0.2 changes are all Omega, the 0.3 changes are "inspired" by  
Stephen Stenekers patch. (By "inspired" I mean "the patch didn't  
apply cleanly, but it was so small that all I had to do was type a  
little and call it good")

This also adds in the proper dependency on Params::Validate.
