I think whatever is decided for the styling for the welcome page should
be used for the debug screen, maybe even share a common css file. And on 
top of that, should tie together with the catalyst.perl.org to help 
reinforce the brand. Also, I think it would be nicer if the page didn't 
scroll. Other than that, it looks great.
