[Catalyst] [Announce] Catalyst 5.59

Due to a mishap in the building of the last 5.58 tarball, we went ahead 
and pushed 5.59 to CPAN.  This fixes a few other minor bugs from 5.58:

         - Fixed shebang line for generated scripts
         - Fixed forward to classes ($c->forward(qw/MyApp foo/))
         - Wrap use block in begin to quelch C:C3 warnings
         - Removed scrollbar from debug output
         - Fixed catalyst_par_core() and catalyst_par_multiarch()
