[Catalyst] Module::Build vs Module::Install

There are multiple reasons.

1. Much easier to extend. (Catalyst::Build vs.  
Module::Install::Catalyst)
2. Much more features, like bundling prereqs.
3. Easy to get commit access when needed.
4. I can bug Autrijus with questions. :)
