[Catalyst] On fantastic catalyst plugin, Catalyst::Plugin::UploadProgress

I have a question to catalyst development team.

I found Catalyst::Plugin::UploadProgress in the development repository.
(http://dev.catalyst.perl.org/browser/trunk/Catalyst-Plugin-UploadProgress/)

And, I've tested this plugin on my machine.
It's fantastic! I'm surprised.

Unfortunately, the plugin is not on CPAN yet.

Could you tell me the reason why catalyst development team doesn't
upload the plugin into CPAN ? Many developers who use catalyst on a
daily basis must want to get it from CPAN as soon as possible.
