I believe if you're using apache, making your config look like this works fine:
<Perl>
use lib qw( /pat/to/catalyst/app/lib );
</Perl>
PerlModule AppName
Alias /application /path/to/catalyst/app/root
<Directory /path/to/catalyst/app/root>
SetHandler perl-script
PerlHandler AppName
</Directory>
