Should be no problem, just use a shared base class.

     package My::Foo::Bar;
     use base 'Catalyst::Base';

     sub something : Local {}
     sub something_else : Local {}

     1;


     package MyApp::C::Bar;
     use base 'My::Foo::Bar';
     1;


     package AnotherApp::C::Bar;
     use base 'My::Foo::Bar';
     1;
