[Catalyst] catalyst on windows

Yes Cache::FastMmap is UNIX specific, there are currently no alternatives.

But it's dead simple to create one just by replacing all the 
Cache::FastMmap specific parts of Catalyst::Plugin::Session::FastMmap 
with Cache::Cache for example...
