svn commit isn't something you ask for, it's something the core team
inflict on you unexpectedly :)

More seriously, just either post patches to the list or nopaste them
on irc.perl.org#catalyst, if the patch is good then it'll get committed
pretty damn quickly. The maintainers are all pretty active, and there's
also a fair few nutballs like me who hang around and pretend to be useful :)
