[Catalyst] [bug]$req->base 's trailing slash in Catalyst::Engine::CGI

In Cataylst::Request, it says:

=item $req->base

Contains the url base. This will always have a trailing slash.
-----------------------------------------------------

but In Catalyst::Engine::CGI line 162-176, the code doesn't produce a "trailing slash" when I visit the http://localhost/cgi-bin/Eplanet.pl
